HOUSTON, Texas (KTRK) — A man accused of pretending to be a licensed doctor and disfiguring a woman during multiple surgical procedures has a warrant for his arrest.
Investigators say Niuver Borroto, 47, illegally practiced medicine without a license, leaving the woman with severe injuries that required additional corrective surgeries by “actual doctors.”
The woman says her ordeal began after she sought reconstructive care following a battle with cancer. After undergoing a double mastectomy, she received breast implants as part of her recovery. In 2022, she decided she wanted the implants removed and says a trusted friend introduced her to Borroto, whom she believed to be a licensed plastic surgeon.
According to the victim, Borroto told her he could safely remove the implants and proposed a plan involving three surgeries. She says the procedures were performed at a medical clinic on Hillcroft, where Borroto represented himself as a plastic surgeon.
She says Borroto removed the implants and injected fat taken from other parts of her body as part of the reconstruction process. By the third surgery, she says she was really sick.
“What he did almost cost me my life,” she said. “Not just my body, not my looks. My life.”
The 54-year-old woman, who did not want to be identified out of fear of retaliation, says she suffered severe pain, infections, and necrosis, a serious condition in which body tissue begins to die.
She also alleges Borroto injected fat into her face without her consent while she was under anesthesia, later causing painful lumps.
“He said he did it because he wanted to give me a gift. I said, ‘Excuse me, a gift?'”
According to the Texas Medical Board, Borroto is not a licensed physician. The board issued a cease-and-desist order against him in December 2024.
Court documents show Borroto allegedly charged the woman more than $30,000 in cash for the procedures.
After undergoing four corrective surgeries, with more expected, the woman says she decided to speak publicly to prevent others from experiencing the same harm.
“Research, research, research,” she said, urging others to verify medical providers thoroughly.
Borroto now has an active warrant for his arrest.
Borroto’s attorney, Paul Doyle, said his client plans to surrender and sent a statement.
“The complainant is not credible, and we will litigate it in court,” the statement said. “If HPD or the medical board was so worried about this, they would have taken action when that complaint was filed or when the civil litigation didn’t produce what their key witness wanted.”
